Your car’s registration certificate (known as STNK in Indonesia) is just as important as your personal ID – it’s your vehicle’s official identity. That’s why keeping it safe, valid, and up to date is essential.
One common issue that drivers often face is a blocked STNK. There are several possible reasons for this:
The previous owner blocked it after selling the car to avoid future taxes or legal liabilities.
Unpaid vehicle taxes
Traffic violations recorded through the ETLE (Electronic Traffic Law Enforcement) system
The car is still under financing and hasn’t been fully paid off.
When your STNK is blocked, your car is considered legally unregistered. That means you could face fines, confiscation, or even accusations of owning a stolen vehicle. To avoid all that, here’s a step-by-step guide to unblocking your car’s registration.

You can handle the unblocking process at your nearest Samsat (Vehicle Document Registration Center) office based on your residence. But before you go, make sure you’ve prepared the following documents:
Original and photocopy of your STNK
Owner’s ID card (original and copy)
Photocopy of the BPKB (vehicle ownwership book)
Letter of request to unblock the STNK (available for download from the Samsat website or at the office)
Depending on the reason for the block, you might also need additional documents:
If you bought a used car: include the sales receipt or proof of purchase
If the block was due to financing: include proof of loan settlement
If the block was due to a traffic ticket (e-tilang): bring proof of payment
Once all the documents are ready, follow these steps at your local Samsat office:
Visit the Samsat office that corresponds to your vehicle’s registered address.
Have your vehicle inspected; the results will be verified by an officer.
Fill out the registration or ownership transfer form at the “unblock” counter and submit all documents.
The officer will verify and process your request. If everything checks out, the block will be lifted.
Pay the required fees, including ownership transfer, new STNK issuance, BPKB, and license plate fees.

Once payment is complete, your new STNK will be issued, and your car will be legally roadworthy again.
For STNKs blocked due to e-tilang (electronic tickets), you can handle the process online through the official ETLE website of Polda Metro Jaya athttps://etle-pmj.id/
Enter your license plate number and ticket reference code, then complete payment via the provided virtual account.
Generally, there’s no specific fee for unblocking your STNK. However, you’ll still need to pay for related costs such as:
Vehicle Ownership Transfer Fee (BBNKB): 1% of the vehicle’s sale value
Mandatory Contribution to Traffic Accident Fund (SWDKLLJ): Rp143,000 (cars) or Rp35,000 (motorcycles)
New STNK issuance: Rp100,000 – Rp200,000
License plates (TNKB): Rp60,000 – Rp100,000
BPKB: Rp225,000 – Rp375,000
Note: These amounts are approximate and may vary depending on local Samsat regulations.
Handling STNK paperwork can be time-consuming and tiring. If you’d rather skip the hassle, consider using a car rental service instead. With rentals, you don’t need to worry about vehicle documents – the rental company takes care of everything.
