The Ministry of Communication and Digital Affairs (Kemkomdigi) has officially launched Ministerial Regulation Number 8 of 2025 concerning Commercial Postal Services (Permenkomdigi).
This new regulation was enacted on Friday, May 16, 2025, at the Kemkomdigi office in Jakarta. The objective is to strengthen the foundations of the commercial postal and logistics industry while also creating a healthier, fairer, and more competitive business ecosystem across Indonesia.
Meutya Hafid, as the Minister of Communication and Digital (Menkomdigi), explained that the main consideration for releasing this regulation was the recognition that the postal service industry is not merely the backbone of goods distribution, but also a foundational pillar in supporting national economic resilience.
Meutya Hafid highlighted the significant contribution of the logistics sector and commercial postal services to the national economy, particularly during the COVID-19 pandemic (March 2020 - 2023).

The logistics industry has proven to be remarkably resilient, with over 7 million packages successfully delivered daily during the mobility restrictions (PSBB) period.
According to the latest data, the transportation and warehousing business sector, which includes postal and courier services, experienced an impressive 9.01 per cent year-over-year (YoY) growth in 2025.
Furthermore, this sector has also absorbed more than 6 million workers, confirming its massive role in creating jobs and driving economic activity.
Therefore, the enactment of Permenkomdigi No. 8 of 2025 is crucial to strengthening of this strategic sector.
This new regulation presents five main points that are the focus of the Ministry of Communication and Technology for transforming the commercial postal service industry, as outlined below.
Expanding the Range of Collaboration-Based Services
In the first pillar, Kemkomdigi aims to foster collaboration among commercial postal service providers to expand operational reach.
Within the next 1.5 years, an ambitious target has been set to enable this collaboration to cover 50 per cent of Indonesia's provinces.
This step is expected to create new economic opportunities and ensure equal access to delivery services across the entire country.
The second pillar focuses on improving service quality and protecting consumer rights. Kemkomdigi encourages the establishment of measurable service quality status, enabling the public to easily choose services that are safe, convenient, and trustworthy.
“This Ministerial Regulation is also consumer-oriented; we have clearly seen the impact on both the industry and consumers," explained Menkomdigi, Meutya Hafid.
Through the third pillar, the regulation encourages joint use of infrastructure, service connectivity, and the development of partnerships that mutually reinforce industry players.
The goal is to create a solid and efficient ecosystem that encourages equal growth for all business actors. "A healthy ecosystem is not measured by who is the biggest participant, but by how many can grow together," stressed Menkomdigi.
The fourth pillar emphasizes the importance of healthy and fair business competition. Kemkomdigi will establish a transparent monitoring framework to ensure that every business actor, both large and small, has equal opportunities to develop and compete fairly.
Responding to the demands of current developments and commitment to sustainability, this regulation obliges all industry players to apply the concept of green logistics.
This is not just a market demand, but also a shared responsibility to move towards an industry that is cleaner, more sustainable, and remains competitive in the global market.

Deputy Chairperson of the Coordinator for Infrastructure and Regional Development at the Indonesian Chamber of Commerce and Industry (KADIN), Carmelita Hartoto, welcomed the enactment of this regulation.
She emphasized that the new regulation marks a new chapter for the postal, courier, and logistics industries, while also serving as a strategic step to support the growth of the digital economy in Indonesia.
Carmelita revealed that the value of Indonesian e-commerce transactions in 2023 is expected to reach IDR 533 trillion, accompanied by a significant 27.4 per cent increase in business units year-over-year (YoY).
This figure clearly indicates both a significant opportunity and a challenge to enhance the efficiency and effectiveness of logistics services, thereby sustaining this growth.
"This new regulation prepared by the Ministry of Communications and Digital regarding commercial postal services is a response to the need to improve service standards to be more integrated and harmonious. This regulation is designed to fill legal gaps in the commercial postal sector as mandated in Government Regulation Number 15 of 2013," said Carmelita.
With the enactment of this new regulation regarding commercial postal services, it is expected that the dynamics of the logistics industry will continue to develop in a healthy and balanced manner.
This regulation is also part of the government's long-term strategy to establish a robust, competitive, and forward-looking national supply chain.
